This is Agent 47 as he appears in the Hitman artbook (available as part of the $139.99 collector's edition). But I swear I've seen him somewhere else.

In this video featurette on Agent 47's (very slightly) revised looks for the new Hitman, main writer Michael Vogt does say that the silent assassin's appearance was tweaked to reflect his new "spy thriller" story. Personally, I choose to believe that 47 is just another of Sterling Archer's many identities.
